Did the City of Delray Beach Violate the Law?

FORMER CITY EMPLOYEE CALLS OUT CITY

Floridians have a powerful statutory and constitutional right to access records held by their local government – Chapter 119 of the Florida Statutes.

Delores Rangel, a former 28 year city employee and Delray resident, was troubled by a recent public records request that was less than forthcoming. Rangel spoke of her disturbing experience with the City during public comments at the September 16th City Commission meeting.

According to Rangel, she requested a copy of the “Class and Compensation Study for the City Employees” report but received a document with 49 pages missing. Rangel brought the altered report to the attention of the City Attorney, who apologized and later Rangel was sent the full report.

“What is the City trying to hide?” is my question,” said Rangel. “Why was I not given the full documents?”

During a city commission meeting the City Attorney confirmed that “the study (report) that the Commission had been provided versus what was given to the requestor (Rangel) was markedly different.” 49 pages had been removed.
