‘Not an easy decision’: Caldwell pushes back on Toll Brothers plan for 1,000+ homes

A large subdivision planned for SE Caldwell will go back to the drawing board before the developer seeks city approval again.

The Caldwell City Council voted to deny the annexation and proposed planned unit developments known collectively as Verbena Ranch at its meeting on Jan. 21. The project, proposed by the developer Toll Brothers, would have brought 1,039 homes across 282 acres south of the intersection of W. Homedale Rd. and S. 10th Ave., including some gated communities with homes featuring amenities for residents 55 and older.

The move followed the city’s planning and zoning commission recommending denial of the project. Members of the public who testified at the city council’s public hearing shared concerns about the density of the project and impact on the Vallivue School District, city services, and traffic…
