Caldwell approves 1,000-unit subdivision on second try

The Caldwell City Council approved, on Monday night, a 282-acre, 1,019-unit housing development known as Verbena Ranch that was initially rejected in January.

Since its first attempt, developer Toll Brothers West increased the minimum lot size from 4,000 to 5,000 square feet and specified that all units west of 10th Avenue — which bisects the development situated between Moss Street and Homedale Road — would be 55-plus age-restricted.

“They lost 20 single-family lots because of [the minimum lot size increase], so technically the density decreased,” principal planner Joe Dodson said…
