Caldwell Police Department, city face another tort claim

Former Caldwell police lieutenant Benjamin Heinrich, whose employment was allegedly terminated in April, has become the latest ex-associate of Caldwell Police Chief Rex Ingram to file a tort claim.

In a May 7 court filing against the Caldwell Police Department, the city, Ingram, Deputy Chief Shawn Sopoaga and Captain Rob Rosin, Heinrich and his attorney Kevin Dinius say that the lieutenant was placed on administrative leave in February and ultimately fired for distributing anti-Ingram flyers downtown while off the clock.

The department and the city have been on the receiving end of several lawsuits and a tort claim within the last year, related to accusations against the chief of sexual harassment, workplace discrimination and misuse of funds…
