No criminal misuse of city resources by Caldwell mayor, outside prosecutor says

An outside prosecutor tasked with investigating a complaint against Caldwell Mayor Jarom Wagoner for misuse of public resources found that charges were not warranted.

The investigation, conducted by the Washington County prosecuting attorney’s office, stemmed from this spring’s failed recall attempt against Wagoner and four city council members. In mid-April, as recall organizer Jim Hollis was attempting to collect sufficient signatures on petitions, the mayor issued a press release responding to statements made by Hollis and pro-recall State Rep. Kent Marmon, many of which were made in comments given to the Idaho Press.

In the release, Wagoner defended Caldwell’s embattled police chief Rex Ingram, who faced accusations of harassment, discrimination, wrongful termination and fund misuse by several former employees. The city paid settlements totaling $550,000 to two of those employees, while litigation from others is still pending…
