ACHD considers big impact fee increases. Large part of county could see rates double

The price of the Ada County Highway District’s impact fees could more than double in western Ada County under a new proposal.

ACHD Chief of Operations and Infrastructure Justin Lucas told the Meridian City Council in Tuesday’s work session that the changes could come as the highway district performs its first “substantial review” of cost estimates within its Capital Improvement Plan since before the pandemic.

“All of us, I think, can recognize that inflation since 2019, 2020, has been not only an issue locally but an issue nationally. And when we did this comprehensive review with this update, the project costs for both construction and right-of-way acquisition were substantial,” Lucas said…
