The Ada County Highway District is considering significant changes to how it levies fees paid by developers, with the potential to make future development more or less costly according to where in the county it is arriving.
As part of the proposed Capital Improvement Plan (CIP) update, which is required by state law to be updated at least every five years, ACHD has presented a proposal to divide its jurisdiction into two different services areas that will face different impact fees according an infrastructure timeline projected through 2045.
