A Rockland heating and cooling contractor is accused of siphoning nearly $8 million from Massachusetts ratepayers by billing the Mass Save energy-efficiency program for heat pumps that were never installed, were installed improperly, or were quietly ripped out after inspectors signed off. MWD Heating & Air Conditioning and its owner, Mark Dyszczyk, now face a civil lawsuit in Plymouth Superior Court, with the complaint alleging deficiencies in the company’s work.
