Mayor Thomas Koch on Tuesday announced that former Ward 1 city councillor and long-time General Dynamics security executive David McCarthy has been appointed as interim director of emergency management.
McCarthy retired in 2023 with more than 30 years of experience with the defense contractor General Dynamics, the last 14 as security director of General Dynamics IT. In that role, he oversaw risk management, security strategies, and incident response for teams that included outposts across the country and internationally, according to the mayor’s announcement. He was responsible for developing risk assessments to identify vulnerabilities with the company’s various operations, worked with law enforcement agencies, and developed emergency response plans to facilitate swift action in crises.
McCarthy started with General Dynamics in 1993, and held a Top Secret security clearance form the Department of Defense at the time his retirement.
“This is an absolutely perfect fit considering his private sector experience couple with two decades of community service in elected office. The work he did on behalf one of our largest defense contractors is in a lot ways exactly what this position entails,” said Mayor Koch. “I am thrilled that Dave has agreed to continue his service to our community in this important role on interim basis. There’s a lot of work to be done.”…
