Boulder Police Credit Flock Safety Tech In Helping Locate Kidnapped 16-Year-Old Victim and Suspect

A 16-year-old victim was found safe on Tuesday after a potential kidnapping by 19-year-old suspect Juan Manuel Bretado-Lopez in Boulder. The incident happened at approximately 8:30 p.m. on Monday night when the Boulder Police Department (BPD) received a call about a man who threatened the teenage girl, forced her into his truck, and fled the scene. The BPD utilized Flock Safety to investigate the incident and identify the suspect. The suspect and victim knew each other, but the nature of their relationship has not been specified.

BPD officers worked with the Colorado Bureau of Investigation (CBI) by sending out a Missing and Endangered Alert at 11:46 p.m. on Monday evening, releasing the suspect’s photo at 12:15 a.m., and issuing an Amber Alert after 6 a.m. on Tuesday morning.
