DENVER — Elected officials and city workers have tried to figure out why there’s a strong sewer smell coming from the Lowry Town Center. The problem has continued for years, they say, and may be pushing businesses away.
The retail center at 200 Quebec St., managed by Kimco Realty, was built as the centerpiece of the redevelopment area in Denver’s Lowry neighborhood. Now, it has a 31% vacancy rate, multiple times higher than the average across Kimco’s other Denver properties, according to a May 2025 letter from Denver District 5 Councilwoman Amanda Sawyer.
