FRANCONIA, Va. – Two New York women are facing multiple credit card theft charges in Virginia. On Saturday, officers arrested Luz Hernandez Capera, 41 and Claudia Echavarria Osorio, 53, and took them to the Fairfax County Adult Detention Center. The arrest stems from a pickpocket incident in Lorton, Virginia.
