More than a half-dozen tortured, malnourished dogs were rescued from a Bronx apartment building last week after the owner was caught on video slamming one of the crying pooches to the ground, prompting outraged neighbors to call for help, police said.

Higgee L. Mercer Wally, 27, of Belmont, was charged Aug. 4 with aggravated cruelty to animals and torture/injure/not feeding an animal after neighbors at his Prospect Avenue apartment building tipped cops off to the horrific abuse, cops said.
