NYC Homeless Services officer claims boss raped her, threatened her with gun

A captain for the Department of Homeless Services allegedly raped an underling while she was drunk, demanded weekly sexual favors, and even threatened her at gunpoint, the accuser claimed in a lawsuit.

DHS Officer Masha Kossivi accused her boss, Capt. Miguel Martinez, of getting her drunk at a meal in late 2022 — not long after she began working with him at DHS offices on Randall’s Island, she claimed in a Manhattan Federal Court lawsuit against the city, Martinez and others.

“He banged his fist on the table … and ordered her to drink multiple alcoholic beverages,” she alleged in court documents. “He ordered her to keep drinking until she felt sick.”
