A NEW rule is about to fine homeowners up to $200, but residents say the city hasn’t made it easy to follow.

New Yorkers trying to comply say they’re running into dead ends, from broken ordering systems to store shelves that are bare.

New York City’s new “NYC Bin” law will require every building with between one and nine units to use the official city-issued trash container for pickup by this summer, or risk tickets starting at $50 and rising to $200 for repeat violations.

The “NYC Bin” is being pushed as part of City Hall’s anti-rat effort, with officials pitching containerization as a key tool in the so-called “War on Rats.”…
