STATEN ISLAND, N.Y. — As of Thursday morning, the New York City Department of Sanitation has issued 2,738 summonses for the failure to clear snow and ice since Winter Storm Fern, according to a department spokesperson.
Of those 2,738 summonses, 299 were issued on Staten Island.
