An off-duty member of the NYPD was arrested March 11 for allegedly beating up a man accused of groping a teenage relative.
Capt. Kai Bowen, 42, was charged with two counts of assault, strangulation, endangering the welfare of child and harassment at 8:20 p.m. within the confines of the 103rd Precinct.
