STATEN ISLAND, N.Y. — A Staten Island woman was given the surprise of her life when her boyfriend of two years popped the question in the Belmont Stakes Winner’s Circle Saturday.
Michael John Orlino of Huguenot, 29, and Jillian Billings of Todt Hill, 23, decided half a year ago that they would get married, Jillian’s mother Robyn Billings told the Advance/SILive.com.
