ALBANY — The attorney general’s Office of Special Investigation announced Monday it was investigating a crash involving an off-duty New York Police Department sergeant who struck and killed another driver last week in Westchester County.
Tiffany P. Howell, 47, was driving the wrong way on the Taconic State Parkway when her vehicle collided head-on with another car at 11:39 p.m. on Thursday, according to State Police. Howell was driving her personal car at the time of the crash near mile marker 3.7 in the town of Mount Pleasant.
Paramedics took the other driver, Manuel Boitel, to Westchester Medical Center, where he was pronounced dead. Police and news reports described Boitel as a 61-year-old Peekskill resident who worked as a doorman in Manhattan…
