Buffalo’s ‘Angry Cop’ sues city alleging superiors wouldn’t promote him

BUFFALO, N.Y. (WIVB) — Buffalo Police Department detective Richard Hy filed a federal discrimination lawsuit against the city claiming that his superiors passed over him for promotions and treated other officers more favorably.

The suit, filed earlier this week in U.S. District court, makes claims that Hy was targeted for discipline due to his “Angry Cops” social media account, which features military-themed comedy and commentary. Hy was suspended related to the content and claims he was denied promotions many times despite high rankings on promotional exams.

Although he was promoted in 2023, the suit mentions eight instances in which Hy was previously passed over. He claims that the promotions were given to “similarly situated officers who were often ranked lower than [Hy] on the promotion list, but who were not military veterans and who did not produce military-based social media content.”…
