They have loads of free agents while also having one of the worst cap situations in the NFL. Plus, they are in desperate need of weapons for their superstar quarterback Josh Allen.

28. Buffalo Bills: Troy Franklin, WR Oregon
The Bills need a field stretcher to pair with Stefon Diggs and Gabe Davis is clearly not it. Troy Franklin is an elite vertical threat who finished top five in both yards per route run and passer rating when targeted this past season. He’s one of the most efficient wide receiver prospects in the last few draft cycles.
Franklin hauled in 81 passes for nearly 1,400 yards and 14 touchdowns in 2023, and had a PFF grade of 82.2 when facing man coverage.
