NYPA Awards to Boost Local Jobs and Investment in Rochester and Western New York

On November 26, 2025, Governor Kathy Hochul announced new economic development awards from the New York Power Authority (NYPA). These awards are expected to support over $127 million in private capital investments across New York State. The NYPA Board of Trustees approved the awards to help create and retain jobs. In total, 4,249 jobs will be affected, including 158 new positions. The initiative uses low-cost power and regional funding to encourage economic growth in sectors such as the semiconductor supply chain and clean energy.

A large part of the awards comes from the ReCharge NY program. This program will provide more than 11 megawatts (MW) of low-cost power to 29 companies in regions from the Capital District to Long Island. General Motors in Rochester will receive a 4.3-MW power allocation. This support is linked to a $40 million investment at the facility, which makes electric vehicle battery cooling lines. The allocation will help retain 528 jobs. NYPA President and CEO Justin E. Driscoll said the allocation will support more than 500 green jobs and help advance emissions-free transportation in New York.

In Western New York, the NYPA Board approved 590 kilowatts (kW) of low-cost Niagara hydropower for two Erie County companies: U.S. Sugar and Agri-Plastics. U.S. Sugar in Buffalo will use a 210-kW allocation for a $12.5 million expansion, including new packaging lines and equipment. This will create 35 new jobs and support a total of 240 positions.
