Upstate NY parents charged with forcing 7-year-old child underwater in a cold bath as punishment

Two Upstate New York parents were arraigned on a 15-count indictment alleging they repeatedly abused a 7-year-old child in their care, including holding the child underwater during a forced cold bath, Erie County District Attorney Michael J. Keane announced on Tuesday.

Jacklyn J. Balabis, 26, and Parris D. Woods, 24, appeared before State Supreme Court Justice Kelly Vacco and were held without bail. Balabis is the child’s mother, and Woods is the child’s stepfather.
