Homestead Plan draws about 100 applications, 17 sales of vacant city-owned lots so far

BUFFALO, N.Y. — About 100 people and/or organizations have applied to acquire vacant city-owned lots through Buffalo’s Homestead Plan, an initiative aimed at turning unused land into housing, gardens, and other neighborhood improvements.

The Buffalo Common Council approved the plan at the end of November 2025 during the previous Scanlon administration.

As of March 11, 2026, the new Ryan administration and Deputy Mayor Thomas Baines said the city has already approved the sale of 13 lots through the program, with dozens more applications under review…
