‘Bullwhip’ back in action after surgery

PORT CHARLOTTE — A retired U.S. Air Force general who has had a life of stories recently had life-changing surgery at a Port Charlotte hospital.

Maj. Gen. Richard E. Carr spent more than three decades serving in the Air Force, with 900 hours of combat missions over Vietnam among his 7,500 flying hours for the United States.

But in recent years, he’s been combatting chronic spinal issues…
