CHARLOTTE COUNTY, Fla. — A Charlotte County man was adjudicated guilty on Tuesday and sentenced to six years in prison and 20 years of probation. He also has to pay $427,000 in restitution for economic crimes, including defrauding his neighbor and submitting fraudulent invoices.
According to the State Attorney’s Office, Randall Ruppert, 53, was involved in two cases. In the first case, he was adjudicated guilty of first-degree grand theft and contracting without a license. Ruppert was fraudulently billing one of his neighbors for building a house.
Ruppert had told his neighbor that he had been ordering roof trusses, interior doors and impact windows to make the home. But investigators found that none of those purchases were made. The total amount stolen was $124,913. The victim received a full civil recovery for the house…
