On Aug. 18, Carmel officials said a pipe that carries most of the city’s wastewater to a treatment plant had a 90 percent chance of breaching in heavy flood waters, sending its contents into the White River.
Thanks to a coordinated effort involving military helicopters, giant sandbags and a lot of hard work, the likelihood of a pipe breach dropped to 10 percent by Aug. 19, according to City Engineer Bradley Pease.
