INDIANAPOLIS — There’s a mostly vacant lot at Koehne and Saulcy streets in the Stringtown neighborhood just across the White River from IU Indy where more than a dozen lots were bought up by an owner several years ago.
Neighbors say there was a time when single-family and duplex homes were planned for the site.
“At some point, he changed his mind and tried to market it, and then the only way to market it is to throw us under the bus,” said Cynthia Dillehay, who owns and renovates more than a dozen homes in the community. ”We’re the losers.”…
