Thirteen people ended their Thursday in handcuffs in Apex, according to police, with alleged offenses ranging from larceny and common-law robbery to statutory rape and a string of drug-related charges. One of those arrests started as a simple speeding stop on U.S. 64 and, police say, escalated into a sizable drug bust.
