An Upstate New York resident has claimed a $1 million Powerball prize after matching five numbers in the Feb. 23 drawing. Jamshed Qodirov of Buffalo matched the first five numbers drawn but not the Powerball, earning him the game’s second-place prize. He received a lump sum payment of $649,707 after required withholdings.
