CHARLOTTE, N.C. (WBTV/Gray News) – Two dogs were found chained outside in dangerous winter conditions Saturday in North Carolina. The dogs, named Mickey and Minnie, were rescued by Charlotte Animal Care & Control after a cruelty report was filed on Saturday during the region’s largest snowstorm since 2004.
