VIRGINIA BEACH, Va. (WAVY) — A two-vehicle crash in the 400 block of King Richard Drive left one of the involved cars fully submerged in a nearby body of water Tuesday afternoon, according to the Virginia Beach Police Department. A bystander saw the entire incident and sprung into action.
