EL PASO, Texas — A man who was detained by Immigration and Customs Enforcement (ICE) agents in Minneapolis has died after being transferred to a DHS facility in Texas. Victor Manuel Diaz, a 36-year-old man from Nicaragua, was arrested by ICE agents on Jan 6 for an immigration violation, according to a release from ICE.
