Months after a proposed Target store split the council and the community, the big-box retailer has backed out of coming to Higley Station in southeast Gilbert. The 16.14-acre parcel at the southeast corner of Ocotillo and Higley roads is currently owned by the Basha family through its firm GB Investments Inc.
