The inclement weather stirred by the remnants of Hurricane Rachel throughout the Inland Empire and elsewhere will give way to a dry spell and Santa Ana winds, which are forecast to arrive by the end of the week, according to the National Weather Service. "High pressure is going to begin to build in over the Great Basin (of Utah and Nevada) as an upper level low becomes stalled over the Four Corners region," the NWS said in a statement Monday. "This will begin to establish Santa Ana conditions."
