ST PAUL, Minn. — Federal immigration officers are now prohibited from staging or carrying out enforcement operations on city-owned property in St. Paul, according to a new ordinance signed by Mayor Kaohly Her. The ordinance was signed Thursday after being unanimously approved by the St. Paul City Council Wednesday.
