A 73-year-old unhoused woman's dog has been returned after someone took it while she slept outside in Eugene, police said. A woman has been cited for first-degree theft. At 2:15 a.m. Sept. 23, the owner contacted Eugene police to report that her dog, Beau, a 2-year-old tricolor purebred border collie, was missing.
