Troutdale man accused of raping minor faces more than a dozen charges
A 37-year-old Troutdale man was arrested on Wednesday and accused of sexually assaulting a minor, the Multnomah County Sheriff’s Office said. James A. Lowry was booked on more than a dozen charges, including first-degree sexual abuse, rape and strangulation. He is being held at the Multnomah County Detention Center, according to the sheriff’s office’s online jail roster.
