PORTSMOUTH, Va. (WAVY) — Police in Portsmouth are investigating a shooting that left a woman hurt. Officers were called to that shooting, in the 2500 block of Elm Avenue, just after midnight. While officers were making their way to the scene, they came in contact with the victim in the 700 block of Frederick Boulevard.
