WICHITA, Kan. (KWCH) - An inmate at the Saline County Jail in Salina escaped from a drug treatment facility in Winfield. According to the Salina post, 30-year-old Phoenix Ryan Leonard was taken to the treatment facility on May 14 by a Saline County sheriff’s deputy and released to staff at the facility.
