First, it’s very dark, the city doesn’t want to foot the light bill so they keep it on the low-light side of things. Metropolis has Superman to take care of their daily needs. According to Wallethub, Cedar Rapids is doing very well when it comes to keeping crime down, the citizens employed, and the population generally safe. Maybe Cedar Rapids could use a moderate Superman. Their superpowers are great most of the time but not all because they have sleep apnea or some other malady.
