CEDAR RAPIDS, Iowa — Construction is underway on a new school that has been the focal point for property line frustration in one of Cedar Rapids’ neighborhoods. Since the groundbreaking, neighbors like Gary Dusil say all the noise and dust at Hoover Elementary is getting too close for comfort.
“It’s almost like living on a gravel road with a lot of dust and a lot of diesel fumes,” Dusil said.
