IOWA CITY, Iowa (KCRG) – Iowa lawmakers are moving forward with a bill that would change how dog breeders are defined and regulated, with supporters saying it targets bad actors while still affecting breeders and pet owners.
The proposal would update the state’s definition of a commercial breeder, increasing the threshold from three intact dogs to six. It also allows the Iowa Department of Agriculture to act on federal inspection reports when addressing potential violations.
