PHOENIX (AZFamily) — A Phoenix homeowner is in a legal fight with a local irrigation water district over a block wall he built next to his home.
Homeowner Rob Headley lives in the Pomelo Park neighborhood near 36th Street and Osborn Road. He says the Pomelo Park Irrigation Water Delivery District claims his wall blocks access to utility equipment used to deliver irrigation water to the community.
