MESA, Ariz. — A man was arrested in connection with a fraudulent contractor scheme in Mesa, the city’s police department said.
Mesa police are now looking for additional victims after an investigation led to the arrest of 45-year-old Edward Carr.
As the schemes progressed, Carr reportedly targeted subcontractors at nearby businesses, using their Registrar of Contractors license information to appear legitimate to potential victims…
