CHARLESTON, S.C. (WCSC) — The City of Charleston passed a 60-day extension to further negotiate the more than 30-year-old franchise agreement with Dominion Energy.
The agreement, ratified in 1996, currently only allows for a small number of projects to be in design and construction to bring power lines underground.
The agreement established the Non-Standard Service Fund, which splits the cost of burying power lines evenly between the city and utility.
