CHARLESTON, S.C. (WCSC) – The city of Charleston is finalizing contracts to move forward with the fourth and final phase of the Low Battery Seawall Repair project. The city council gave a first reading Tuesday to approve two contracts totaling roughly $20 million for construction and engineering, funded by tourism and hospitality dollars.
