CHARLOTTE, N.C. (WBTV) – Tropical Storm Debby was out at sea Wednesday and expected to make a second landfall in the Carolinas soon after. The storm was churning over the Atlantic Ocean on Wednesday, Aug. 7 after making landfall as a hurricane in Florida earlier this week. The outer edges of the storm were causing some rain in North and South Carolina on Wednesday.
