CHARLESTON, S.C. (WCSC) – A City of Charleston project that has been stalled for quite some time is finally getting a lift off the ground. The Lowcountry Lowline will be the central spine of a regional park and mobility system connecting major areas of the Lowcountry. It will transform an abandoned rail line and turn it into a series of parks and walkable paths connecting downtown to West Ashley, North Charleston and Mount Pleasant.
