CHARLESTON, S.C. (WCIV) — The Charleston Police Department said it needs to do more to connect with our youth after a string of violence involving teenagers in late April left several people injured.
“As far as the police department, we are fully aware that we cannot arrest our way out of this problem,” said Jerome Smalls, the Charleston Police Department’s developer of youth outreach programs.
